Incredible, the design works. When the vest jacket is zippered up, there is air circulation around the torso which is exhausted out through the neck area (hoodie on or off) which also helps cool the head/neck area. It's brilliant in concept. Cuffs and waistline are cinched with elastic to help seal in the air pressure so it escapes via the neck area. The neck opening is adjustable.
As for cooling, this product works surprisingly well. I have used it a couple of times, most recently inside an enclosed space without airflow that was close to 90 degrees. By blowing the air across my body quickly, and with a wicking shirt on, it was surprisingly comfortable - even for hours. For it's purpose, the product does a great job, and even the hood helps.
How did I live without this?!?
